Industrial

The New Haven-Milford MSA's industrial sector includes diverse sub-industries, with retail trade, health care and social assistance, accommodation and food services, construction, and professional and technical services emerging as the top industries. According to the Census Data 2021, health care and social assistance are the most significant industrial sectors with the highest number of establishments and employees (US Census Bureau, 2021). Collectively accounting for 13% of the total emissions of the New Haven-Milford MSA, industrial processes are carbon intensive and often release potent emissions with a global warming potential significantly surpassing carbon dioxide. Reducing the emissions of these highly potent gases can substantially benefit climate change mitigation.  The industrial sector also plays a pivotal role as a significant regional employer. Implementing strategies to reduce Industrial emissions will also enable a transition to greener jobs, yielding substantial benefits for workforce development. In the Government's Council on Climate Change (GC3) December 2018 report, DEEP reports that at the state level, the construction industry has the most significant gain in green jobs, followed by wholesale trade and professional and technical services sectors (The Governor’s Council on Climate Change, 2018).   

Recommended strategies in this sector call for close partnership between the private and the public sector. The federal, state, and local governments will have to enable conditions for the private sector to decarbonize through robust public-private partnerships. It is also essential for the mitigation strategies in the sector to build upon and enhance efforts already underway in the MSA. For example, the "Buy Clean" policy, which would enact state procurement guidelines requiring building and construction materials with a smaller carbon footprint, is currently underway at the state level (An Act Concerning the Use of Low Embodied Carbon Concrete in State Construction Projects, 2023). In the health care sector, the Yale New Haven Health System has implemented various sustainability initiatives within the healthcare industry and, most recently, inaugurated the Center for Sustainable Healthcare (A Greener YNHHS, n.d.). Their endeavors to assess organizational practices and adopt strategies for reducing carbon footprint have gained national acclaim for mitigating the environmental impacts of their operations. The recommended strategies build on this existing momentum in the industrial sector.   

Goal: Reduce emissions through low-carbon procurement 

Embed a purchasing criterion in public projects that states a preference for suppliers or service providers who have a transparent and standardized GHG inventory. 

Goal: Reduce emissions from the health care sector through public-private partnershi.

Collaborate with the healthcare sector to offer financial grants or subsidies to healthcare facilities that are committed to adopting low-emission practices in specific medical areas. Partner with major healthcare providers to establish a preferential purchasing system, prioritizing suppliers or service providers who disclose their carbon footprint and have clear decarbonization objectives.
